THEODORE (TED) M. BALLMER joined the Firm as an associate in March 2008 and handles matters related to redevelopment law and real estate development. Mr. Ballmer facilitates public-private partnerships and prepares corresponding documents such as disposition and development and owner participation agreements for the purpose of eliminating blight and enhancing communities statewide. Recent representative matters include:
-Assisted in negotiations on behalf of redevelopment agency and drafted related documents for $42.3 million mixed-use project involving residential (including affordable housing), retail and office space
-Assisted in negotiations on behalf of redevelopment agency and drafted related documents for automobile dealership
-Provided counsel regarding prevailing wage determinations on behalf of private client developer involving $248 million mixed-use project involving multiple residential and office buildings
-Drafted repayment agreement and related documents on behalf of redevelopment agency involving $116 million in debt obligations
Prior to joining the Firm, Mr. Ballmer served as a law clerk to the Honorable Victoria S. Kaufman of the United States Bankruptcy Court for the Central District of California. He obtained his juris doctorate, with distinction, from the University of the Pacific, McGeorge School of Law, where he served as an associate editor of the Pacific McGeorge Global Business & Development Law Journal and interned at the California Commission on State Mandates and the Office of the United States Trustee. He is a member of the Los Angeles County Bar Association and State Bar of California.
Prior to entering law school, Mr. Ballmer was an educator and college administrator for ten (10) years including serving as the director of development for the Eberhardt School of Business at the University of the Pacific in Stockton, California.
