Susan Y. Cola has more than ten years of experience in municipal
and public agency law. Her practice has focused on the areas of
code enforcement, public construction, real estate, and redevelopment.
Prior
to joining Kane Ballmer & Berkman, Ms. Cola worked for the law
firm of Miller, Brown & Dannis, where she served as outside
counsel to the San Diego Unified School District. Ms. Cola advised
the District on public bidding practices and disputes, and assisted
in the resolution of construction claims. She also drafted purchase
and sale agreements for school districts throughout the state.
Ms.
Cola served as a Deputy City Attorney for the City of San Diego
for approximately ten years, during which time she served as a prosecutor
in the City's Criminal Division and specialized in Code Enforcement
for approximately four years. Ms. Cola prosecuted several code enforcement
actions through trial and sentencing and participated in City-wide
training for Code Enforcement Officers. Ms. Cola then transferred
to the Public Work's Unit where she advanced to Lead Deputy and
provided advisory services to the City's Engineering & Capital
Project, Transportation, and Metropolitan Wastewater Departments.
During this period, Ms. Cola drafted and reviewed construction contracts,
consultant agreements, council resolutions, ordinances, and assisted
in claims resolution, including claims against the Metropolitan
Wastewater Department in the amount of approximately seven million
dollars. Ms. Cola also served as the Acting Chief Deputy of the
Redevelopment Unit for approximately one year, where she provided
advisory services to the City's Redevelopment Agency and corporate
agent, the Center City Development Corporation. Ms. Cola is well
versed in the Brown Act, the Public Records Act, and the False Claims
Act. Her wide ranging experience in advising municipalities and
other public agencies has given her the ability to address diverse
and complex municipal and public agency legal issues.
