Mr. Beltrán has served California cities as City Attorney and, sometimes, as City Attorney and Redevelopment Counsel or special counsel. Over the past 15 years Mr. Beltran served the Water Replenishment District of Southern California as District Counsel and the following California cities: Montebello, Arvin, Bell Gardens Lynwood, Huntington Park, South Gate, and San Fernando. Mr. Beltrán provided advice to public governing boards on legal matters involving all facets of governmental interests such as redevelopment issues, personnel matters, election law, conflict of interest, procurement and contracting, Public Records Act and Brown Act compliance, CEQA compliance, land use issues, and the management of all litigation matters involving public entities. In addition, Mr. Beltrán provided advice to the City of Bell Gardens on matters involving gaming regulation.
At different times in the representation of public entities Mr. Beltrán negotiated and drafted many types of contractual agreements including labor agreements, trash hauling contracts, construction agreements, consultant agreements in every phase of municipal operations such as information technology, impact fee studies, relocation plans, economic analysis for a variety of projects, and human resources, and professional services. He also prepared standard documents for municipal operations such as ordinances, resolutions, commendations, and administrative policies. From time to time, Mr. Beltran has also served as Interim City Manager when requested by clients.
Mr. Beltrán’s law practice includes complex commercial and real estate transactions, including the negotiation and preparation of sale/purchase agreements, ground leases and joint ventures, and the formation and dissolution of corporations and partnerships for private parties and public entities involved in similar endeavors.
Mr. Beltrán is admitted to practice before all courts in the State of California, the United States District Court, California Central District, the Ninth Circuit Court of Appeals, and the United States Supreme Court.

- Presenter for various programs including organization of NAFTA Corridor Institute inaugural conference with local and state leaders of Baja California and California, and non-profit programs on business organizations.
