Mr.
Ballmer joined the Firm in 1975. He has worked with public and private
clients in every phase of redevelopment, including the establishment
of redevelopment projects, land assembly, public works, owner participation,
land disposition and financing. In his capacity as redevelopment
counsel Mr. Ballmer has participated as the primary legal advisor
in negotiating and documenting such major transactions as the Horton
Plaza retail/hotel/ entertainment center in San Diego, the Santa
Clara Trade and Convention Center, and numerous other projects in
cities in California. Among the specialized areas in which Mr. Ballmer
has played a lead role as legal counsel are the negotiation and
documentation of a major theme park purchase and lease back, hazardous
waste cleanup programs and railroad relocation projects.
Mr.
Ballmer has been the principal in charge of redevelopment legal
services for the San Diego Redevelopment Agency since 1978. In this
capacity he has provided the full range of legal advice and documentation
with respect to numerous plan adoptions and amendments, transactions
from offices, hotels, luxury and market rate condominiums and rental
housing, low and moderate income housing, retail infill and rehabilitation
and public facilities in downtown San Diego, to industrial, neighborhood
commercial and housing in more outlying areas, to specialty projects
such as rehabilitation of a regional shopping center.
Mr.
Ballmer has taken a lead role in redevelopment, condemnation and
environmental litigation, including precedent setting cases of particular
importance to redevelopment agencies and other public entities.
He has also been an expert witness on the subject of redevelopment
implementation and has participated in the drafting of redevelopment
legislation.
Before
joining the Firm, Mr. Ballmer was employed by the planning consulting
Firm of Wilsey and Ham for three years. While with that Firm, he
was responsible for managing land use planning projects and economic
feasibility studies for both public and private clients. Prior to
that, Mr. Ballmer worked for two years as a planner for the San
Diego Planning Department.
